Resolving Railway Conflict

Bonnie Siber Weinstock '75 is one of three arbitrators selected by President Barack Obama to help resolve a dispute between management of the Philadelphia area's train system and 400 of its engineers and electricians.

Obama created "Presidential Emergency Board No. 246" this weekend to provide structure for settling the dispute, according to the White House. The Southeastern Pennsylvania Transportation Authority serves tens of thousands of commuters.

Ms. Weinstock is one of three arbitrators who will hear evidence from railway managers and two unions. The panel has 30 days to recommend to Obama how the disagreement should be resolved.

Richard R. Kasher and Ann S. Kenis have also been appointed to the board, according to the White House.

A labor and employment arbitrator and mediator since 1981, Ms. Weinstock serves on the arbitration panels of the American Arbitration Association, the Federal Mediation and Conciliation Service, the National Mediation Board, and state and local agencies.

The 2009 winner of ILR's Groat Award for achievement in the industrial relations field and for service to the school, Weinstock has served as an arbitrator in a number of industries. They include airlines, hotels and restaurants, health care, education, service, publishing, government, entertainment and manufacturing.

Ms. Weinstock has served as a member of the ILR School Advisory Council and the President's Council of Cornell Women. She was a founding member of the Scheinman Institute on Conflict Resolution.

Ms. Weinstock earned her J.D. and LL.M. degrees at the New York University School of Law.
